Persistent Sex Offender Gets Life Without Parole for Child Abuse in Carondelet Neighborhood
June 3, 2025

ST. LOUIS, MO  (June 3, 2025) — Andre Elgin, 56, was found guilty on Tuesday by a jury of one count of first-degree sodomy; four counts of second-degree child molestation, and one count of sexual misconduct involving a child under 15.

The charges stem from incidents that took place during January of 2023, ending in May of 2023 at a home in the 5400 block of Alabama Avenue in the City’s Carondelet   neighborhood, where Elgin sexually abused a young girl he knew through a family connection.

The victim reported that Elgin repeatedly sexually abused her during visits to his home, taking advantage of times when other adults were not present.

Elgin is a registered sex offender with a prior conviction for rape and sodomy of minors. Based on this history and the facts of the current case, the jury found him to be a persistent sexual offender, triggering a mandatory sentence of life without parole. His sentencing is scheduled for July 18, 2025.

Assistant Circuit Attorneys Carley Johansson and Carolyn Chkautovich prosecuted the case.

“This defendant is a dangerous predator who repeatedly targeted a vulnerable child,” said Circuit Attorney Gabe Gore. “Because of the victim’s courage and the efforts of our team, he will never harm another child again.”

Elgin’s case number is 2322-CR01797-01.
