Persistent Sex Offender Receives Life Without Parole For Abusing Child in South St. Louis

ST. LOUIS, MO  (September 26, 2025) — A judge sentenced repeat sex offender Andre Elgin, 56, to life without parole plus 52 years on Friday for sexually abusing a child in South St. Louis.


A jury convicted Elgin in June of first-degree sodomy, three counts of second-degree child molestation, and sexual misconduct involving a child under 15. The crimes occurred between January and May 2023 at his home in the 5400 block of Alabama Avenue in the City’s Carondelet neighborhood.


Evidence showed Elgin repeatedly abused the young girl during visits when no other adults were present. Because Elgin had previously been convicted of rape and sodomy of minors and remained a registered sex offender, the jury reviewed the evidence and designated him a persistent sexual offender, which triggered a mandatory life sentence without parole.


“Every child deserves to grow up safe and free from harm,” said Circuit Attorney Gabe Gore. “Today’s sentence sends a clear message that those who exploit and betray that trust will face the full measure of justice.”


Assistant Circuit Attorneys Carley Johansson and Homicide Unit Deputy Chief Carolyn Chkautovich prosecuted the case.
